Career labor relations professional Jeffrey A. “Jeff” Scafaro is the founder of Vanguard Consulting Group, LLC. The firm, based in Cleveland, has provided employee and labor relations consulting solutions since April 2015. He established the firm after a major personal injury in the same month and has since served clients from across the country, including in California, New York, New Mexico, Texas, Ohio, Oregon, and Washington. The clients include Stanford Health Care, New Mexico Power, and Marin General Hospital. Under the recommendation and referral of the Falls Church City Public Schools (FCCPS) board, Jeff Scafaro is currently working with the Virginia Education Association, with over 400 certified and non-certified members, on a collective bargaining agreement (CBA).

Jeffrey A. Scafaro is also the director of employee and labor relations for LifeBridge Health, Inc., having assumed the post in April 2021. His primary responsibilities include overseeing relations across the institution's entities, especially covering bargaining units, conflict resolution, human resource policy and analysis, and labor and employment arbitration. His notable achievements thus far include successfully negotiating six CBAs, boosting union awareness, performing workplace investigations, and creating union environment training programs for over 650 members of the institution’s leadership team. Jeff Scafaro transitioned to employer relations advocacy after previous stints as a union advocate for the Service Employees International Union as vice president, Acute Care Division, from 1998 to 2006.
